21CR Strategic Assessment
In 2001, the 21CR Steering Committee initiated a strategic planning activity to ensure the ARTI 21CR program continues addressing the highest priority needs of the industry. The goal is to identify and prioritize research that will enable industry to develop the technology, products, and innovative applications / services for the next decade and beyond. The planning emphasis is from a user's focus with respect to commercial buildings (i.e., offices, universities, medical complexes, schools, etc.) residential buildings (i.e., low-rise, high-rise, and detached); and commercial refrigeration (i.e., supermarkets, warehouses, commercial transport, etc.). Meetings and workshops during the year:
- Identified predetermined events, trends, and drivers that will significantly impact the industry.
- Developed scenarios that facilitate interpretation of possible future trends.
- Identified opportunities that focus on priority research needs of HVAC&R industry.
- Developed research recommendations for execution by ARTI's 21CR program and by others.

- Report I: Industry Opportunities (79 pages; 613KB)
This report contains an introduction to the process, a detailed overview of the steps followed, and a section ("anticipating the future") that describes five macro industry opportunity themes emerging from the information generated during the process. It also comprises a list of 83 industry opportunities followed by a section providing details for each opportunity. This section is organized by industry sector - commercial buildings, residential buildings, and commercial refrigeration. It is anticipated that Report I will be of interest to a wide audience engaged in strategic planning and research planning in fields relating to HVACR. Appendices to Report I detail the predetermined events, drivers, scenarios and storylines, including background for the selection of the 83 industry opportunities. A bibliography of sources referenced during the process and the list of participants is included in the appendices as well.
- Report 2: Research Recommendations (74 pages; 548KB)
This report presents 112 research recommendations that were crafted during the September 2001 workshop at the end of the process. It is anticipated that Report II will be of interest to researchers interested in planning future work in fields relating to HVACR. The research recommendations in Report II were developed in a "brainstorming" environment (including "every idea is a good idea") using the industry opportunities of Report I as a starting point. The nature of the workshop did not allow critical review of the research recommendations, or careful thought about research areas that might have been missed, or the combination of research recommendations that may be related. Nevertheless, these recommendations provide a good reference point for planning by the 21CR research subcommittees and other organizations and researchers interested in the future of HVACR.
The material generated from the strategic planning process will form the basis for a future-oriented research agenda. In 2002, the ARTI 21CR Subcommittees will use the reports to identify / prioritize efforts that should be conducted during the next five years. These research plans will be reviewed and coordinated by the 21CR Steering Committee to minimize gaps and overlaps. We hope that sharing this strategic planning material will inspire other organizations such as universities, private and public research laboratories, and professional societies to plan and conduct research outlined in the reports, or to use the output from the strategic planning to identify other research of interest to their constituents.
